Bradley County Quorum Court hears report on recent winter weather challenges, as well as the Sheriff’s Department 2023 year-end numbers

WARREN, Ark. – In the regular monthly meeting held on January 22, 2024, at the Bradley County Courthouse, the Bradley County Quorum Court convened to discuss a variety of matters from the 2023 Sheriff’s report, the recent challenges posed by winter weather in the community, as well as two ordinances pertaining to solid waste and the landfill. County Judge Klay McKinney presided.

Financial Reports and Sheriff’s Office Totals

The meeting commenced with the approval of the treasurer’s report. Subsequently, the Quorum Court received the 2023 Year Totals from the Sheriff’s Office, shedding light on various financial aspects:

  • Virtual Justice Total Fines: $81,968.06
  • Circuit Court Total Fines: $5,017.45
  • Ordinance 609 (Jail Maintenance Fund): $31,683.59

Additional statistics presented by the Sheriff’s Office included 129 transports, covering 22,598 total miles. Furthermore, the office served 696 papers, issued 331 tickets/citations, handled 41 felony cases, and addressed 54 misdemeanor cases. The Court acknowledged the high cost of housing inmates, with total housing costs amounting to $200,615.75.

Winter Weather Challenges

Judge McKinney addressed the difficulties posed by the recent winter weather in the County. “Give me 10 inches of snow any day over 3 inches of ice,” said Judge McKinney, referring to the problems experienced getting rid of the ice pack over the last week, which have caused road issues throughout Bradley County. He highlighted the challenges faced by road graders during the thaw. Despite the obstacles, County road crews worked tirelessly throughout the weather situation, prompting McKinney to commend their dedication.

Encouraging citizens to prepare for future winter weather events, Judge McKinney emphasized the importance of having essential supplies such as medicine, water, and food readily available. He acknowledged the potential for more winter weather in the coming weeks and praised the ongoing efforts of the County road crew.

Landfill Fee Increases and Line of Credit

The Quorum Court proceeded to adopt Ordinance 2024-1, increasing landfill fees. The ordinance outlined the following changes:

  • Solid waste collection fee: $50 per ton for commercial/firms/operators and nonresidents
  • Residents of Bradley County: $35 per ton
  • Applicable sales taxes: To be included for both categories
  • Late fee: A 10 percent late fee on unpaid landfill use charges

The new rates almost mirror that of Drew County according to Judge McKinney, who stated that he hoped this would be a sufficient increase to last for some time.

Additionally, the Court adopted Ordinance 2024-2, allowing the County to establish a line of credit for solid waste operations. This initiative involves putting up approximately 98 acres of land as collateral for a $100,000 line of credit, obtained from First State Bank of Warren at an interest rate of 4.75 percent.

BCEDC Banquet Invitation

Before adjourning, Judge McKinney announced an invitation from Dr. Bob Smalling with the BCEDC. All Quorum Court members were invited to attend the BCEDC banquet on Monday, January 29, at 5:30 p.m. at Immanuel Baptist Church. The event will feature Hugh McDonald speaking on Economic Development in the State.
